The present invention relates to a sound absorbing panel and a floor structure including the same, capable of absorbing sound caused by an impact, wherein the sound absorbing panel includes a panel main body composed of a steel plate and a plurality of unit cells penetrated in the thickness direction of the panel main body to form a space part in some specific area of the panel main body. Therefore the present invention has an effect of minimizing the impact sound of crashing, by air in the space or by filling the space with a sound absorbing material formed on a plurality of unit cells.
