The present invention relates to an image conversion apparatus for encoding 4k image data to high efficiency video coding (HEVC) image data and a method for providing an optimized HEVC image using the same. The image conversion apparatus according to the present invention includes: an image conversion module (11) generating HEVC image data by encoding 4k image data by a HEVC method; an image quality improvement module (12) executing an image quality improvement process through resolution correction based on covering of a polygon aggregate generated with respect to the HEVC image data; an image quality optimization module (13) executing a process for minimizing HEVC image data noise, deterioration, and loss based on screen ratio change and scale-up and scale-down by first to n-th steps; and a data transmission and reception module (14) transmitting the HEVC image data, which has been generated through the correction processes of the image quality improvement module (12) and the image quality optimized module (13) and from the 4k image data, to a mobile terminal (30) via a communication network (20). |
