PROBLEM TO BE SOLVED: To reliably perform packet transfer from a communication partner to a communication terminal even if a fixed IP address is set to the communication terminal connected to a multiplexed repeater.SOLUTION: An open flow controller 5 is included in a communication system 1 configured by including a multiplexed P-GW 4 and a router 3 connected to the P-GW 4 via an open flow network 6. The open flow controller 5 includes: topology information storage unit 51 for storing topology information; an acquisition unit 52 for acquiring uplink packet information when an uplink packet is received by an open flow switch connected to the P-GW 4; and a control unit 53 for controlling a plurality of transfer nodes so that a downlink packet will be output from a port indicated by port information to the P-GW 4 connected with a communication terminal 2 on the basis of the uplink packet information and the topology information.SELECTED DRAWING: Figure 1
