PROBLEM TO BE SOLVED: To enable a user device to appropriately transmit uplink transmission power information to a base station in a mobile communication system including a first base station and a second base station that communicate with the user device by carrier aggregation between base stations.SOLUTION: A user device comprises: a reception unit that receives a first detection parameter related to an uplink transmission power report set to a first cell group, which is a cell group of a first base station, and a second detection parameter related to an uplink transmission power report set to a second cell group, which is a cell group of a second base station, from the first base station; and a report control unit that reports uplink transmission power information to any or both of the first base station and the second base station when detecting a report trigger of the uplink transmission power information in a certain cell group of the first cell group and the second cell group by a certain detection parameter of the first detection parameter and the second detection parameter.SELECTED DRAWING: Figure 12
