The present invention relates to a cell balancing apparatus using sequential connection of a reference cell and a method thereof. The cell balancing apparatus according to the present invention includes: the reference cell; a plurality of cells which are serially connected to each other; a switch part including a plurality of switches capable of connecting each of the plurality of cells and the reference cell in parallel; a switch control part for controlling an operation of the plurality of switches selectively by receiving a switch control signal; and a control module which repeats sequential parallel connection between each of the plurality of cells and the reference cell cyclically as many as a reference number by providing the switch control signal to the switch control part at a time interval.
