PROBLEM TO BE SOLVED: To increase light-shielding property of a dimmer 10 in a dark state and to prevent visibility through the dimmer 10 in a dark state.SOLUTION: A dimmer 10 includes a first dimming control panel 20, and a second dimming control panel 30 disposed at a position at least partially facing the first dimming control panel 20 and relatively movable with respect to the first dimming control panel 20. The transmittance for light in a visible light wavelength region that is transmitted through both of the first dimming control panel 20 and the second dimming control panel 30 varies depending on relative positions of the first dimming control panel 20 and the second dimming control panel 30. The dimmer includes a light-shielding adjusting layer 15 having a haze value of 10% or more and less than 40%.SELECTED DRAWING: Figure 3
