The present invention relates to an insulation coating composition for a non-oriented electrical steel sheet, a method for manufacturing a non-oriented electrical steel sheet applying the same, and to a non-oriented electrical steel sheet. More specifically, provided is the composition comprising an organic and inorganic composite including alkyd resin and barium/oxides; and a solvent. The organic and inorganic composite has the barium oxide chemically substituting for a functional group of the alkyd resin, and the specific gravity of the composition is 1.38 or more. Also, the method for manufacturing a non-oriented electrical steel sheet applying the same, and a non-oriented electrical steel sheet are provided. The insulation coating composition for a non-oriented electrical steel sheet is to provide a product having excellent properties while maintaining an insulation film (coating layer) having thickness of a thick film.
