Provided are a method and apparatus for measuring the traffic of a mobile network. Mobile terminals used by panels are set to use a VPN or proxy service. The server that manages the VPN or the proxy service analyzes the packets transmitted by mobile terminals in order to measure the traffic of a mobile network and generate measurement indices. The measurement indices include measurement indices in an existing wired network environment, and measurement indices unique to a mobile network, such as measurement indices for applications being executed on a mobile terminal.
