The present invention relates to a cosmetic composition comprising a non-ionic surfactant vesicle containing troxerutin as an active component. The cosmetic composition comprises niosome (NSV) manufactured by using polyglyceryl-6 behenate which is a non-ionic surfactant, and sodium stearoyl glutamate which is an auxiliary surfactant; and having the troxerutin included in a space of the noisome.
