PROBLEM TO BE SOLVED: To provide a hydrogen generator that can easily control the amount of hydrogen generated, without requiring a large mechanism and to provide a fuel cell.SOLUTION: The hydrogen generator includes a cylindrical hydrogen-generating element 5 consisting of a fluid-supplying path 15 through which a reaction liquid flows and a reaction layer 16 arranged on the outer periphery of the fluid-supplying path 15. The hydrogen generation reaction is made by introducing the reaction fluid into the fluid-supplying path 15 and then making the fluid permeate the reaction layer 16, whereby the hydrogen is generated. Then, the hydrogen thus generated is discharged to a reaction chamber 4. |
