PROBLEM TO BE SOLVED: To provide a targeting advertisement distribution device, method, and program capable of distributing targeting advertisements by applying appropriate scalability to the segmentation of user information.SOLUTION: A targeting advertisement distribution device includes: storage means which stores a URL of a Web page and a user identifier for identifying a user who has performed access to the URL in association; acquisition means which acquires a URL list indicating a list of URLs of Web pages about a specific keyword; and generation means which generates, for each URL included in the URL list, a user segment indicating a plurality of user identifiers for identifying users who have performed access to the URL. Targeting advertisement distribution is performed to the user identifiers on the basis of the user segment.SELECTED DRAWING: Figure 1
