PROBLEM TO BE SOLVED: To improve encoding efficiency.SOLUTION: A statistical processing unit 43 statistically processes a plurality of motion vectors detected for each macro block that is obtained by dividing each of frame images included in a dynamic image for the unit of processing. A motion search unit 44 sets a search range to a reference image that is temporally different from a present processing image, and sets a search starting position within the search range on the basis of a processing result of the statistical processing unit 43. The motion search unit 44 searches the inside of the search range in accordance with a search direction that is set on the basis of the processing result of the statistical processing unit 43, and generates a motion vector (MV) of a target macro block of the present processing image.SELECTED DRAWING: Figure 2 |
