PROBLEM TO BE SOLVED: To provide an encoding device which improves encoding efficiency and reduces a calculation load.SOLUTION: A dividing part 11 divides an input video image into three-dimensional blocks in a predetermined size in lateral and longitudinal spatial directions and a temporal direction. An optimal plane determination part 12 determines a plane that becomes a maximum correlation by calculating correlation coefficients in the directions of the three-dimensional block. A prediction mode determination part 13 determines a prediction mode based on the plane that becomes the maximum correlation, with respect to the three-dimensional block. A prediction value is calculated by applying the determined prediction mode to the three-dimensional block, and a differential between the prediction value and a pixel value of the three-dimensional block is converted/quantized and encoded.SELECTED DRAWING: Figure 6
