The present invention provides a device and a method for recognizing a horn sound using a sound signal process, capable of detecting a vehicle sounding a horn sound by processing a received sound signal by a microphone and preventing an accident in advance by enabling a driver to recognize the horn sound. According to an embodiment of the present invention, the device for recognizing a horn sound using a sound signal process includes: a data storage unit obtaining and storing sound data around the microphone; a sound signal processing unit sampling a sound signal from the sound data and defining and extracting frequency signals indicating horn sound properties among the converted frequency signals after performing signal conversion of the frequencies of the sampled sound signal; a horn sound recognizing unit mixing the extracted frequency signals and digitizing a change rate of the accumulated frequency signals by accumulating the frequency signals according to time; and an output data determination unit determining horn sound generation and a horn sound generation time by determining whether the digitized change rate of the frequency signals is equal to or greater than a critical value. |
