PROBLEM TO BE SOLVED: To provide a technique capable of predicting an occurrence of delay in a project before delay occurs in the project.SOLUTION: A PJ man-hour calculation unit 12a refers to a PJ regime plan storage unit 15 storing information representing the number of persons allocated to a project, and calculates a first man-hour representing a maximum man-hour to execute the project for each prescribed period of the project. A work man-hour calculation unit 12b refers to a work plan storage unit 16 storing the information representing a work plan of the project, and calculates a second man-hour required for execution of the work plan for each prescribed period of the project. A man-hour buffer calculation unit 12c calculates a future man-hour buffer on the basis of the first man-hour, the second man-hour, and actual work man-hour required for execution of the work of the project stored in a work result storage unit 17.SELECTED DRAWING: Figure 2
