PROBLEM TO BE SOLVED: To shorten a time when communication is interrupted by the occurrence of processing congestion due to reception of route selection requests by a control device that performs route selection.SOLUTION: A control device for performing route selection among a plurality of switches that perform data transmission comprises: a storage unit that stores a temporary route among the plurality of switches; and a control unit that, when a route selection request is received from a switch, sets a temporary route to related switches among the plurality of switches if processing congestion based on a processing load related to route selection is occurring, and selects a route corresponding to a communication contract condition and sets the selected route to related switches among the plurality of switches if the processing congestion has subsided.SELECTED DRAWING: Figure 2
