A device includes a case with inlet-outlet channels and inner chamber communicated thereto. Movable accumulator is disposed inside of inner chamber substantially corresponding to the walls thereof; at that, the accumulator includes inner channel having disposed therein the unidirectional fluid withdrawal channel, where a valve is shifted in locked position and controllable valve base is disposed inside of case inner chamber between accumulator and outlet channel; at that, position sensing mechanism is engaged with the case and controllable valve base, and controllable case position can be fixed controllable.
