PROBLEM TO BE SOLVED: To provide an electrostatic charge image developer that can suppress adhesion of a carrier to an image holding body and stains on a developing machine accompanying a reduction in resistance of the carrier after continuous image formation.SOLUTION: There is provided an electrostatic charge image developer that contains: a toner containing toner base particles that includes at least a binder resin and metatitanic acid particles, as an external additive, having a crystallite diameter of 12.0 nm or more and 16.0 nm or less and an amount of reduction of 0.5 mass% or more and 2.5 mass% or less in thermogravimetric analysis at 100°C or more and 500°C or less; and a carrier each having a magnetic core material and a coating layer that coats the magnetic core material.SELECTED DRAWING: None
