PROBLEM TO BE SOLVED: To integrate authentication and approval for connecting to a network, and authentication and approval for accessing a service, without substituting an existing environment.SOLUTION: A reception part 12 receives a ticket 36 which is extracted from a certificate which indicates at least one of states of a user and a terminal which the user uses, to which the ticket 36 needed for accessing a service is added and follows an authentication method and approval method of existing network connection. A connection propriety determination part 14 collates a condition for network connection based on a service approval policy 71 determining a kind of the ticket 36 needed for accessing a service, and the kind of the received ticket 36, for determining propriety of connection to a network 50 including a service server 80 on which a service is operated from the user terminal 20.SELECTED DRAWING: Figure 9 |
