PROBLEM TO BE SOLVED: To provide a system configured to enable appropriate uploading, in consideration of or regardless of a network state.SOLUTION: Transmission means 2 starts processing for transmitting upload data, such as video data, to a server device 20 over the Internet 12. Proxy server device selection means 6 detects the transmission start, and selects a server device 22 or 24 as an upload destination. The proxy server device 22 or 24 is decided as follows. Network state acquisition means 4 receives statuses of defined networks 14, 16 from a network state notification server device 18.
