PROBLEM TO BE SOLVED: To provide a transmitter capable of performing transmission while protecting a scramble key by using a key that is different for each access control program.SOLUTION: A transmitter 1 includes: master key generation means 16 which generates a master key for generating key associated information of the scramble key by the same unidirectional function as a receiver from program individual information that is individual for each access control program and a seed key that is individual for each platform within the receiver; and an ECM generation means 14 and EMM generation means 15 for generating the key associated information of the scramble key according to a triple key system by using the master key.SELECTED DRAWING: Figure 2
