PROBLEM TO BE SOLVED: To accurately read additional information included in an image without being dependent upon a photographing angle with respect to a photographing device.SOLUTION: The image processing device holds a plurality of quantization conditions for embedding additional information and selects a condition to be used for quantization from the plurality of quantization conditions on the basis of information on an image corresponding to an embedding region of an object to be processed and a position of an embedding region of an object to be processed by dividing an image into a plurality of embedding regions.SELECTED DRAWING: Figure 8
