PROBLEM TO BE SOLVED: To provide an operational planning which accurately considers uncertainty in a short calculation time.SOLUTION: A weight calculation section 42 calculates weights for electricity demand of 1 or more representative points set between the upper and a lower limits of electricity demand in a certain time zone for every time zone of target periods for which an operational planning is calculated based on a probability distribution of the upper and lower limits of electricity demand during the time periods. An operational calculation section 43 performs weighting with calculated electricity demands at the representation points on the power generation cost generated by the plurality of power generators of electricity demands at the representation points per every hour of the target periods and calculates an operational planning of the plurality of the power generators by solving an optimization problem regarding a total power generation cost which is the sum of the weighted power generation cost at the representation points for the target periods as an objective function.SELECTED DRAWING: Figure 2
