PROBLEM TO BE SOLVED: To appropriately select a group of reception time and make highly accurate positioning possible in a multilateration system.SOLUTION: A central station according to the present invention comprises: a reception unit for receiving a measured reception time from a plurality of reception stations that measure a reception time at which a prescribed signal is received from a target; a grouping unit for grouping the reception times measured by the plurality of reception stations; a determination unit for determining the group used for positioning the target on the basis of a correlation between different groups with regard to a difference in the reception time calculated for the reception time included in the group obtained by grouping; and a positioning unit for measuring the position of the target on the basis of the difference in reception time calculated for the reception time included in the determined group.SELECTED DRAWING: Figure 2
