PROBLEM TO BE SOLVED: To determine priority by estimating usage time.SOLUTION: An information processing system including one or more information processors includes: a plurality of processing means for executing processing corresponding to a processing request; and processing flow control means for allocating a processing request accepted from a user to first processing means of the plurality of processing means. The first processing means determines priority of the processing request allocated by the processing flow control means, on the basis of the processing request's usage time estimated from a processing history corresponding to the processing request and a usage history of the user having used a result of processing corresponding to the processing request.
