PROBLEM TO BE SOLVED: To resolve a problem of increase in the code amount of indexes of prediction vector candidates.SOLUTION: A first prediction vector candidate list generation part 130 generates a first prediction motion vector candidate list from motion vectors of encoded blocks adjacent to encoding target blocks. A second prediction vector candidate list generation part 132 generates a second prediction motion vector candidate list from motion vectors of blocks at the same position of the encoding target blocks in the encoded image and blocks adjacent to the blocks at the same position. A coupling determination part 131 determines whether or not a third prediction vector candidate list obtained by coupling the first and second prediction vector candidate lists is generated, by comparison between block size of the encoding target blocks and threshold size. A prediction vector candidate list decision part 133 generates the third prediction vector candidate list from the first prediction vector candidate list without coupling the second prediction vector candidate list in a case where the block size of the encoding target blocks is smaller than the threshold size.SELECTED DRAWING: Figure 6
