Disclosed are a proximity service (ProSe) monitoring method and device. The method may comprise: a ProSe entity receives a first message, the first message being used for requesting to monitor broadcast user equipments (UEs); the ProSe entity acquires a ProSe region identifier of a monitoring UE; the ProSe entity acquires identification information of a to-be-monitored broadcast UE among the broadcast UEs according to the ProSe region identifier of the monitoring UE, the to-be-monitored broadcast UE being a broadcast UE that has a ProSe region identifier same as that of the monitoring UE; and the ProSe entity sends a second message, the second message carrying the identification information of the to-be-monitored broadcast UE. The present invention can reduce resource waste of UEs.
