PROBLEM TO BE SOLVED: To solve a problem that much time is required for arithmetic encoding processing for switching a context on the basis of peripheral encoding information.SOLUTION: In an image encoding device for dividing a difference coefficient as a conversion efficient for a differential signal between an encoding target image and a prediction image into plural partial areas, and encoding the differential coefficient on a partial area basis, every differential coefficient in an encoding target partial area, a significant coefficient information encoding controller 706 and an arithmetic encoder 701 encodes significant differential coefficient information representing that a differential coefficient value is not zero and is significant. With respect to each pixel in the encoding target partial area, a differential coefficient value encoding controller 707 and the arithmetic encoder 701 encodes the differential coefficient value when the significant differential coefficient information is significant. On the basis of information representing the significance of the differential coefficient in an encoded partial area, the significant coefficient information encoding controller 706 determines a context for encoding the significant differential coefficient information in the encoding target partial area.SELECTED DRAWING: Figure 15
