PROBLEM TO BE SOLVED: To provide a distribution control system that controls the distribution of content to a communication terminal and reduces loads on units including an encoding unit and a transmission/reception unit.SOLUTION: A distribution control system controls the distribution of content to a communication terminal, and includes: image generation means for generating still picture data from content data; image storage means for sequentially storing the generated still picture data and for extracting differential information between newly-stored still image data and still image data stored last time; data generation means for generating distribution data to be distributed to the communication terminal on the basis of the extracted differential information; and transmission means for transmitting the generated distribution data to the communication terminal.SELECTED DRAWING: Figure 9
