The present invention relates to a recycled cold asphalt composition using alkali water-soluble polymer emulsion as an adhesive agent to improve physical and chemical adhesion between oyster shells which is an industrial residual product and waste asphalt-concrete as a filler; and a manufacturing method thereof. A recycled cold asphalt composition and a manufacturing method thereof including oyster shells which is an industrial residual product as a filler and an adhesive agent are easily paved at room temperature by satisfying a stability and a number of flow, and is economical while having high mechanical strength and stability. |
