PROBLEM TO BE SOLVED: To provide a mechanism for implementing connection for an emergency call even in an out-of-service area of portable telephone service such as a mountain area.SOLUTION: A base station 200 used in a portable telephone system is installed on an aircraft 201 to make an out-of-service area on the ground be an area in which communication is possible. The base station 200 installed on the aircraft receives an emergency call originated from a communication terminal 100 and establishes connection with an emergency call acceptance device 600 installed in an emergency call organization. When the aircraft 201 goes away from the communication terminal 100, handover to a base station installed on an aircraft flying around the terminal is performed.SELECTED DRAWING: Figure 1
