PROBLEM TO BE SOLVED: To provide a monitoring device and the like capable of performing control of a load of a server considering relationship between content and a load fluctuation.SOLUTION: The monitoring device is provided with: operation planning means that creates an operation plan, which is for performing the control of the load of the server according to attentional information or time information, on the basis of access information relating to a request and a request analysis result, which are collected from the server, the request analysis result being a result of analyzing the request; and control means that performs the control of the load of the server on the basis of the operation plan when the attentional information or the time information satisfies an execution condition included in the operation plan.SELECTED DRAWING: Figure 2 |
