Disclosed is a horizontal cooling tower having a plume abating means. The disclosed horizontal cooling tower comprises: a housing; a cooling unit placed in the housing to let high-temperature cooling water come in contact with the external air and turn into low-temperature cooling water, which comprises a wet unit and a dry unit, in between which the movement of materials is limited or blocked; a cooling water distributing unit placed on one or both of the front end unit and the top unit of the cooling unit to spray cooling water to the cooling unit; a plume generating unit where a plume is generated as first air discharged from the wet unit comes in contact with second air discharged from the dry unit; a plume collecting unit placed on the rear end of the cooling unit inside or outside the housing to collect the plume generated in the plume generating unit; and an exhaust means placed inside or outside the housing. The external air passes through the cooling unit in a direction crossing the direction of gravity.
