PROBLEM TO BE SOLVED: To compress coding information and reduce the entire coding amount in a picture coding scheme using motion compensation prediction.SOLUTION: A prediction motion vector candidate constructing unit 121 performs prediction based on a motion vector of one of coded blocks neighboring a coding target block in the same picture as the coding target block, constructs a plurality of prediction motion vector candidates, and registers them in a prediction motion vector candidate list. A prediction motion vector candidate number limiting unit 124 limits the number of prediction motion vector candidates registered in the prediction motion vector candidate list to a maximum candidate number according to a size of a prediction block. A prediction motion vector selecting unit 126 selects a prediction motion vector from the prediction motion vector candidate list. A coding unit 109 codes information representing an index of the selected prediction motion vector in the prediction motion vector candidate list.SELECTED DRAWING: Figure 13
