PROBLEM TO BE SOLVED: To create an optimal work plan even when a forward-type restriction and a backward-type restriction are mixed therein.SOLUTION: A plan creation device 10 includes: a classification unit 161a that classifies a plurality of processes including processes in which a restriction relating to an execution order is set, into a first process and a second process according to whether a forward-type restriction is set thereto or a backward-type restriction is set thereto; a plan creation unit 161b that creates a first plan for executing the first process and a second plan for executing the second process; a determination unit 161c that determines whether or not a third plan formed by combining the first plan and the second plan conforms to the restriction set to the process; and a condition change unit 161d that, when the determination unit 161c determines that the third plan is not conformed to the restriction, changes conditions for creating the first plan and the second plan. |
