A mobile battery discharging apparatus for securing electric safety according to an embodiment of the present invention includes a discharge module which is connected to a waste battery and discharges electric energy in the waste battery; a converter which is connected to the waste battery, converts the electric energy in the waste battery, and generates output energy; a charger which converts the output energy into energy for charging; an internal battery which is charged by receiving the energy for charging; and a controller which controls the converter or the charger and performs the charging process of the internal battery.
