<P>PROBLEM TO BE SOLVED: To provide a mechanism for economically performing power generation using the supply pressure of fuel gas. <P>SOLUTION: The gas pressure power generation business model includes: a decompression power generation facility 1 for performing power generation by using the supply pressure of fuel gas to be supplied by a gas supply undertaker in a relatively high pressure state; and a plurality of places of business 3 which receive the supply of the fuel gas decompressed by the decompression power generation facility 1. A gas usage measurement device 7 for measuring fuel gas quantity in use is arranged in each place of business 3, and the fuel gas usage measured by the gas usage measurement device 7 is fetched by a power priority use right calculation device 8 which calculates the priority use right of the power. The priority use right of the power generated by the decompression power generation facility 1 is set in accordance with the fuel gas usage for the place of business 3 which receives the supply of the fuel gas from the decompression power generation facility 1 by the power priority use right calculation device 8.
