PURPOSE:To ensure the prescribed communication quality even at the increase in traffic by providing a mechanism notifying the required communication quality to a communication node and selecting a path so that the requested communication quality is ensured based on traffic information measured and estimated by the communication node and a network controller. CONSTITUTION:Communication seeds 11a-11c use traffic measuring instruments 17a-17c and line quality measuring instruments 18a-18c to measure the line quality of communication links 12a-12c tying the communication nodes and the state of traffic passing through the communication nodes. Then the data are stored to a data base 15. A data analyzer 19 utilizes a data stored in the data base 15 to predict the succeeding traffic state and line quality and to calculate a routing strategy to obtain prescribed quality. A network controller, based on the result, commands a path to obtain prescribed quality to call controllers 16a-16c. Thus, the network is operated efficiently with respect to the communication quality requested by various users.
