The present invention relates to a method for transmission of incoming data for a local break out, and an apparatus and system for the same. The present invention comprises a service server which connects a specific connection network and an external server in a communication network including one or more connection networks and a core network connecting the one or more connection networks. The service server determines whether a terminal is in a state of being connected to the specific connection network or in an idle state of being released from connection when receiving a first format packet, of which a destination is a terminal located in the specific connection network, transmits the first format packet to a packet data network gateway of the core network in order to be transmitted to the terminal over the core network and the specific connection network when the terminal is in the idle state based on the determination result; converts the first format packet into a second format packet, to be transmitted from the core network to the connection network, in order to be transmitted to the terminal over the specific connection network when the terminal is in the connection state; and transmits the second format packet to the connection network, thereby enabling the incoming data to be efficiently transmitted to the terminal regardless of a state of the terminal.
