The present invention relates to a method and apparatus for selecting a cell in a mobile communication system, and more particularly to a method and apparatus for selecting a cell, wherein a base station transmits data in an unlicensed frequency band as well as a licensed frequency band. In order to achieve the object, a method for configuring a cell of a base station in a mobile communication system according to an embodiment of the present invention comprises the steps of: connecting to a terminal through a first cell in a licensed band; transmitting a message for configuring a plurality of second cells in an unlicensed band to the terminal through the first cell; and monitoring the plurality of second cells in the unlicensed band. The number of second cells exceeds the number of cells that can support carrier aggregation (CA) of the terminal. The present disclosure is related to a 5G or pre-5G communication system which is to be provided to support a higher data transfer rate beyond a 4G communication system, such as LTE.
