The present invention relates to a modified polyvinyl alcohol-based compound, a producing method thereof, and a vinyl chloride polymer composition comprising the same, wherein the modified polyvinyl alcohol-based compound comprises a structural unit represented by chemical formula 1, having a substituent where a chain mobility functional group is introduced in a side chain. In addition, the modified polyvinyl alcohol-based compound is used as an additive during suspension polymerization of a vinyl chloride polymer, thereby the vinyl chloride polymer has uniform particles and a low fish-eye generating amount, and productivity is improved by performing polymerization without the delay time of the polymerization reaction at a relative low polymerization temperature.
