The present invention relates to an apparatus for monitoring and treating food waste effluent and leachate to improve and maintain the generated amount of landfill gas. More particularly, the present invention relates to an apparatus for monitoring and treating food waste effluent and leachate, which shortens production rate of LFG by increasing the amount of organic acid in food waste effluent and leachate through a pre-treatment tank using food waste effluent only, so as to allow smooth penetration in a landfill while increasing the generated amount of LFG. Further, the apparatus of the present invention monitors concentrations of food waste effluent and treatment water and adjusts the amount of food waste effluent injected to a landfill depending on the concentration of food waste effluent and treatment water. In addition, the apparatus of the present invention improves and maintains the generated amount of landfill gas by circulating the leachate discharged from the landfill. The apparatus of the present invention comprises: a dehydrator; a screening tank; a food waste effluent storage tank; a pretreatment tank; a landfill; a food waste effluent monitoring tank; a first COD measuring instrument; a second COD instrument; a TN measuring instrument; and a controller.
