The present invention provides an encoding apparatus allowing encoding while restricting maximum deformation due to compression of a pixel value. The encoding apparatus comprises a set part, a conversion part, a first part and a second part. The set part sets conversion information for converting a pixel value of a target image into a second pixel value according to an allowable error. The conversion part performs conversion to each pixel value of the image based on the conversion information to generate a second image. The first part encodes the second image by using an encoding part performing encoding to allow the difference between pixel values before and after the encoding to be a value within an integer number, δ. The second part generates reverse-conversion information for converting the pixel value of the second image into a value related to the pixel value of the target image and performs reversible encoding to the generated information. |
