The present invention relates to the technical field of mobile communications. Disclosed are a user detection method, user equipment (UE) and proximity service functional entity. The method comprises: receiving a first message transmitted by a monitoring UE; transmitting a second message to a monitored UE; receiving a third message transmitted by the monitored UE; allocating a broadcast codeword to the monitored UE, and transmitting a fourth message to the monitoring UE. The present invention requests monitoring authorization from the monitored UE by transmitting the second message to the monitored UE, such that the monitored UE can be aware that the monitoring UE has transmitted a monitoring authorization request thereto while a broadcast has not started; and the fourth message transmitted to the monitoring UE carries the broadcast codeword of the monitored UE, such that the monitoring UE can monitor the monitored UE via the broadcast codeword, thus enabling a monitoring user to monitor and detect a monitored user without an active broadcast of the monitored user.
