The present invention relates to a technology associated with water treatment. More specifically, the present invention relates to an apparatus and method for diagnosing cleaning. According to the present invention, the apparatus can detect the degree of contamination of membrane in a reverse osmosis (RO) membrane vessel in a reverse osmosis membrane treating apparatus in a high accuracy and thus can also determine the moment to clean. To this end, the apparatus comprises a RO treatment simulation part sorting out water into treated water and concentrated water after RO treatment by simulation of the reverse osmosis membrane vessel. In addition, the apparatus also alternatively carries out a first mode for introducing raw water from an introduced water storing part and a second mode for introducing a testing water from a tested water storing part.
