PROBLEM TO BE SOLVED: To provide a detection device, detection system, and program that can suppress incorrect determination of the presence/absence of a person even when a sudden change of light occurs in a detection area of an analysis image.SOLUTION: A detection part 31 detects the presence/absence of a person in a detection area of an analysis image photographed by an imaging part 2. A determination part 34 determines the presence/absence of a person in the detection area on the basis of a result of the detection by the detection part 31. A derivation part 33 derives the size of a luminance change area where the amount of change in luminance in a predetermined period T1 in the detection area is equal to or larger than a first threshold S1. A judging part 35 judges that a change of light is present when the size of the luminance change area is equal to or larger than a second threshold S2. When the judging part 35 judges that a change of light is present, the determination part 34 does not adopt the result of the detection by the detection part 31.SELECTED DRAWING: Figure 1
