The present invention relates to a polyaluminium chlorine-based inorganic coagulant having high alkalinity. More particularly, provided is a method to prepare a polyaluminium chlorine-based inorganic coagulant having high alkalinity by having a reaction of polyaluminium, a strong basifying agent, and rare earth resources which are natural minerals, wherein polyaluminium has low alkalinity and can be obtained from a reaction between aluminium hydroxide and hydrochloric acid.
