Provided are an electric shock preventing device and a portable electronic device having the same. According to one embodiment of the present invention, provided is the electric shock preventing device which is disposed between an electric conductor which can be in contact with a human body and an embedded circuit unit of an electronic device, of which dielectric is not broken down and which passes static electricity when the static electricity is introduced from the conductor, blocks a leakage current of an external power supply introduced from a ground of the circuit unit and satisfies a following formula to pass a communication signal introduced from the conductor. The formula is Vbr > Vin, wherein Vbr is a breakdown voltage of the electric shock preventing device, and Vin is a rated voltage of the external power supply of the electronic device.
