A method for manufacturing an optical element and an optical element, in which the negative effects of stray light can be eliminated in a simple and reliable manner while forming the outer dimension of the optical element with high accuracy. The method for manufacturing an optical element comprises: a molding step of softening a molding material by heating to mold the optical element 100; and a scattering region generation step of generating a scattering region 100f outside an effective diameter 100a of the optical element 100 formed by the molding while substantially maintaining the outer dimension (outer diameter E) of the optical element 100. |
