PROBLEM TO BE SOLVED: To make it possible to establish connection between IP telephone systems individually accommodating a first and second IP telephone terminals by only using specific codecs permitted between the IP telephone systems.SOLUTION: A codec arbitration device performs arbitration to determine two codecs to be applied by a codec converter. The codec arbitration device includes: first means for storing a list in which specific codecs are described; second means for replacing, when having received a SDP offer including a list of codecs capable of being handled by a first IP telephone terminal, the codec list with a specific codec list to transmit the specific codec list, while holding the codec list before the replacement; and third means for comparing, when having received a SDP answer created and transmitted by a second IP telephone terminal, a codec list included in the SDP answer with the codec list before the replacement to determine whether or not codec conversion is necessary, and determining two codecs to be used for the codec conversion when it is determined that the codec conversion is necessary.SELECTED DRAWING: Figure 1 |
